Frostfire Bolt is your only spell. No rotations required since this build uses Winter's Chill and Fingers of Frost for the crit effects. This build is designed to maximize your crit chance and base damage from talents.
Crits:
29% base crit chance (calculations below)
49% stacked / average crit chance (calculations below)
280% crits (Ice Shards + Ignite)
Crit Calculations:
Assuming 15% base crit
+ 5% crit from glyphed molton armor
+ 6% crit from critical mass
+ 3% crit from pyromaniac

+ 10% crit from winter's chill
+ 10% average crit from fingers of frost

= up to 49% average crit
+2.5% average crit from Frostbite if you care to count that (it's a filler point)

Damage Bonus:
23% damage bonus (Piercing Ice + Artic Winds + Playing with Fire + Fire Power)
Mana Efficiency:
-16% base mana cost (Elemental Precision + Frost Channeling + Pyromaniac)
-30% average mana cost (Master of Elements with a 49% crit chance adds 14% mana refund on average)
Threat:
-20% threat (Frost Channeling + Burning Soul)
Alternative Point Placement:
The points in this build are pretty stretched so there isn't much room to play. But here are some possibilities:
* move 1 point from Ice Barrier into Playing with Fire to max out that talent. Personally I would rather have Ice Barrier than an extra 1% damage. The new Ice Barrier is just too good.
* get rid of Impact and/or Molton Shields and pickup some other talents in the top 4 fire tiers. For example, Flame Throwing is a possibility assuming it will affect Frostfire Bolt. That would give it a 46 yard range if Blizzard allows it. But those top 4 tiers have exactly 5 points per tier so you can only move points within the same tier or place them in a higher tier.
* move the one point out of Frostbite and get something else in the top 6 frost tiers. That is just a filler point but there isn't much else to choose from.
